European Commission - Impact of the introduction of secondary trading at Community airports
The background to this study was the problems caused by lack of sufficient airport capacity at many of Europe's major cities, and of the difficulties arising for airports, airlines and communities (both local and peripheral) from the application of the current airport slot regulations.

Mott MacDonald analysed in great detail the likely effects of the introduction of secondary slot trading into Community legislation. The Commission was seeking guidance on the possible market and legal impacts of the introduction of such trading. In addition, the investigation considered the impact of secondary slot trading at EU airports against four subsidiary objectives of the Commission:
- to ensure mobility of slots and efficient transport for passengers and cargo;
- to strengthen competition at Community airports;
- to match secondary trading with the overall EU (air) transport policy;
- to ensure compatibility of secondary slot trading with world-wide procedures.
The study also considered the impact on the transparency and neutrality of slot trading of any approach that was adopted, against current accepted international practice.
