South East Regional Airports Consultation
In 2002 the UK government launched its public consultation on the future of aviation in the UK, with particular focus on the delivery of more airport capacity to meet expected demand. The forecasts showed that under mid growth conditions demand would increase from 180mppa in 2000 to over 500mppa in 2030, with the traffic in the South East increasing from 120mppa to 300mppa respectively. The government put forward a wide number of complex proposals including expansions of the major airports and developing new airports.
Mott MacDonald was employed by Kent County Council to advise them on the implications of the South East Regional Air Services Study (SERAS) report, and in particular in the implications of a proposed 4 runway airport at Cliffe. Our analysis looked at traffic forecasts, surface access, airport facilities, socio-economic, costs, development schedules, project economics and environmental issues.
Our conclusion was that the best solution for the long term sustainable development of aviation in the South East is the concurrent phased development of Heathrow, Gatwick and Stansted airports. Developing a fourth major airport for London at Cliffe, with all the attendant financial, programme and environmental uncertainties, was not the right solution.
