Istanbul Ataturk Airport - Terminal 2
In 1997 a consortium comprising Tepe, Akfen and Vienna Airport (TAV) were awarded the finance, design, construction and operation of a $300m new International Terminal Building and associated multi-storey car park at Istanbul Ataturk International Airport.
Mott MacDonald was appointed by SBC Warburg, the financial arrangers, to provide full Technical Advisory Services on the project with the prospect of raising the full debt finance on the US Bond market. This required a full and thorough assessment of the TAV bid and contracts including the track record of the team and their ability to deliver the project on time and to budget. This was particularly important as the bid for the concession was on the basis of the shortest possible concession period.
Items examined included the demand forecasts, revenue forecasts, building functional capacity, security, baggage systems and airport specialist systems, project management and programme management.
Due to the incomplete position of the project design during the advisory period Mott MacDonald had to develop appropriate commitments from the promoters and safeguards against material change before presentation to the credit rating committees.
