Highlands & Islands of Scotland - Feasibility Study for Scheduled Seaplane Services

Plan of Cessna Caravan Amphibian Aircraft

Mott MacDonald was asked by Highlands & Islands Enterprise (HIE) to establish the potential for scheduled seaplane services, to serve locations in the region which do not currently have access to a licensed airfield.

A key part of this exercise was the evaluation of the use of, and types of aircraft available for, scheduled seaplane operations at many similar geographical locations around the world. This included a review of the current CAA position regarding seaplane operation for scheduled services in the UK.

We evaluated the potential demand for commercial scheduled seaplane operations in the Highlands & Islands, with particular attention given to locations for which demand for an air service is likely to be sufficient to support a scheduled commercial seaplane operation with the initial objective of operations out of either Glasgow or Inverness as either a Regional or Local Commercial / Administrative Centre or Transport / Hub Interchange; subsequent analysis added Lochgilphead to this list, as the administrative centre for Argyll and Bute.

The work was designed to support HIE's objective to assist in the creation of a strong, diverse and sustainable economy for the Highlands and Islands of Scotland where quality of life is matched by quality of opportunity and transport access. The study has resulted in the UK CAA producing guidelines for the licensing of water aerodromes.
