Guayaquil Airport, Ecuador - Independent Advisor
In 2005, Corporación Andina de Fomento (CAF) commissioned Mott MacDonald to undertake the roles of Independent Engineer and Airport Traffic Advisor related to the technical aspects for the terminal expansion at Simón Bolívar International Airport (SBIA) in Guayaquil, Ecuador. The new terminal was operational in 2006.
For the independent analysis of traffic and revenues, Mott MacDonald both analysed the current forecasts provided to the Senior Lenders by TAGSA and prepared its own independent forecast based on information provided by TAGSA and discussions in Ecuador with relevant organisations. Qualitative information was also gathered, from interviewing Ecuadorian airlines, other international passenger airlines with a Latin American presence, and cargo carriers, to inform the independent 20-year term forecast.
The independent engineering analysis consisted of a review of documentation – specifically the EPC contract and other contracts – followed by detailed comment on the proposed design, looking at landside and airside facilities, and a review of existing infrastructure at the airport. The construction budget and schedule was then reviewed, allied to an environmental impact assessment and operational risk analysis.
