Cypriot Airports Privatisation
In 2002 the Cypriot Government appointed Aeroports de Paris (ADP) to design two new terminals for Larnaka and Pafos airports. These designs were completed and the government then issued an Invitation to Tender for a Build Operate Transfer concession to build the new terminals (as designed by ADP) and operate both airports.
Mott MacDonald was appointed as Lenders Technical Advisor to undertake a Due Diligence study on the proposed development and operations at the two airports. This work also included a review of the airports existing and potential environmental issues including the proposed mitigation measures, based upon Equator principles.
The work undertaken required a document review of all issued documents; a site visit to assess the validity of the plans; and extensive consultation with both the Lenders and the Sponsors (Hermes) to ensure that any issues could be solved effectively. The final submission consisted of a report to the lenders outlining the potential issues and risks associated with the development, which could be used for the Lenders to assess the viability of the project.
