Mumbai International Airport - Pre-Feasibility Study

A consortium led by Mott MacDonald was appointed to examine the case for a new airport in Mumbai, India. This followed the signing of a Memorandum of Understanding between the Consultants, the Hinduja Group and SICOM. This work was carried out under the aegis of the Indo British Partnership and followed the Mumbai Infrastructure Initiative that was also prepared by Mott MacDonald.

Mumbai (BOM) is the busiest airport in India but its international business was declining. A forecast of future air travel demand was prepared assuming no constraints and a role for Mumbai as a hub-airport. The forecast demand was then compared to the capacity of the existing airport. A number of alternatives that include a new hub-airport, closing or not closing the existing airport and a proposal for a new domestic airport in New Mumbai have been considered with combinations and permutations of each.

The alternatives were evaluated against a list of criteria for operational capability and impact. These included landside access, environmental considerations, procedural needs, market potential and financial implications. The Pre-Feasibility Study (PFS) was completed, finalised in consultation with the Indian Authorities, and concluded upon the requirement for a replacement new airport.
